For me, Animal Welfare is the concern for wildlife and pets that promote the creation of rights for them. Trying to give them a better quality of life and penalizing the mistreatment they may suffer.

I have known different situations where this does not exist and that I have identified: street animals, when protected species are hunted or fished, when pets are abandoned, when hunting is just for fun or when animals are exploited on farms.

There is no magic formula, but I think of imposing harsher penalties on those who hunt indiscriminately. Try to protect street animals with better conditions. Punish owners of abandoned pets. Ban sport hunting. Regulate conditions on farms. That’s what I think.
