For me the welfare of animals is that they animals have food. All the care they need. Maybe have a place to live. Don’t be mistreated.  

When they are abandoned. When they are mistreated. When they live on the street. When some breeds cannot live free in their habit.

I would avoid getting a pet if you are unable to give him attention. I would give all the possible care they need. I would ban hunting for free-living species.
